RWSSP Phase 1

Phase 1 of RWSSP ran from 1st February 2006 until 31st August 2008.

Despite the limited time available to implement this phase, the Programme was able to contract 30 NSA with a total of 33 contracts. This covered 16 of the 19 provinces in PNG with the exception of New Ireland, Oro and Bougainville.

In total over 12.8 million kina has been committed to these contracts. These contracts have covered 134 communities with a population in excess of 76,700 beneficiaries. 455 water tanks have been installed, together with 57 gravity fed systems, 27 boreholes and shallow wells and 2207 improved latrines with numbers still increasing.

 
 

The main approach to community mobilisation used the Participatory Health and Sanitation Transformation (PHAST) approach. After initial training of the NSA facilitators 163 PHAST facilitations were conducted in the village to generate ownership and sustainability.

The Programme had to overcome some serious constraints to achieve this impact. These have included:

» NSA capacity in WATSAN
» NSA capacity if finance and administration
» Length of time available for implementation
» Delays in contracting and release of funds
» Loss of NSA capacity due to lack of continuity

Some of these have been overcome through capacity building training by the Programme in areas such as WATSAN technical training, financial and administration training and monitoring and evaluation training.
